Rural Entrepreneurship Sites Selected In 2004, the W.K. Kellogg Foundation (www.wkkf.org) announced a competition to support a number of demonstration sites that had developed innovative approaches to support rural entrepreneurship. After an intense competition with nearly 200 applicants, the final Entrepreneurial Development System sites have been announced. The winners, who will each receive up to $2 million in new investment, are as follows:

Best Practices Available on State Initiatives to Promote Entrepreneurship Communities looking to jump-start economic growth have a few more blueprints to follow. Details of the best practices in state initiatives spurring entrepreneurship and demonstrating market-based results are now available in the conference proceedings from Putting It Together: The Role of Entrepreneurship in Economic Development. The March conference featured nineteen state entrepreneurship and economic development finalists whose presentations focused on how to create environments where entrepreneurship and economic development can flourish. The conference and proceedings were co-sponsored by the Office of Advocacy, the Kauffman Foundation of Kansas City, the Council of State Governments, and the National Lieutenant Governors Association. |

Trump Launches Online “University” to Teach Entrepreneurship The trend toward “entrepreneurship across the curriculum” is moving entrepreneurship education beyond business schools to entire campuses. And now, thanks to Donald Trump, it’s moving to cyberspace. Last week, the real estate tycoon launched Trump University – offering a group of self-directed learning courses available in entrepreneurship, marketing and of course, real estate. The online university won’t be handing out any degrees, the courses are structured to last for one to two weeks where students get their assignments and submit their work to classmates for peer review. While the courses won’t be guided by professors, students will have access to an “Expert Center” featuring videos of the professors. Serving as the entrepreneurship content expert and faculty is Jack Kaplan, currently the adjunct professor of entrepreneurial studies at Columbia Business School. |

Black Enterprise 100: 2005 Edition The June 2005 edition of Black Enterprise includes its 33rd annual Black Enterprise 100 list—the top American businesses owned by African-Americans. The list includes top businesses from a variety of sectors, and individual rankings are provided in the categories of Industrial/Service companies, Auto Industry, Advertising, and Financial Services. Dimensions International (DI) of Alexandria, Virginia is this year’s Black Enterprise Company of the Year. DI is a major player in the field of engineering and software services, with special emphasis on the booming homeland security market. Founded in 1985, DI now employs more than 900 people with nearly $100 million in annual sales. Michigan hosts the most BE 100 firms, with 25 companies calling the state home. Texas (20) and California (16) also host high number of BE 100 companies. |

Commerce Department Journal Covers Entrepreneurship The latest issue of Economic Development America, a journal produced by the US Economic Development Administration, is devoted to covering “The Marriage of Innovation and Entrepreneurship: A New Model for High Growth Economic Development.” Topics covered in this issue include networks and technology transfer (by Carl Schramm of the Kauffman Foundation), rural entrepreneurship (by Brian Dabson of the Rural Policy Research Institute), and entrepreneur support systems (by Erik Pages of EntreWorks Consulting). The issue also summarizes several interesting programs underway in Ohio and Kentucky. |

Responding to Offshoring: Wage Insurance for Displaced Workers Offshoring remains a hot-button topic across the US these days. Yet simply bemoaning the process will do little to help affected workers and communities. A new paper from the Brookings Institution offers an interesting series of recommendations that won’t stop offshoring but will provide a stronger and more effective safety net for displaced workers. A Fairer Deal for America’s Workers in a New Era of Offshoring argues that current federal programs for displaced workers fall short in terms of effectively aiding these individuals and preparing them for new careers. The authors argue for a more robust, federally funded wage insurance program that guarantees a portion of the income for displaced workers. This subsidy would provide incentives for the hiring of displaced workers, who would then be more easily integrated back into the workforce. This paper, and many others were presented at the 2005 Brookings Trade Forum, which examined the topic of “Offshoring White-Collar Work.” |

New Enterprise Ireland Strategies The Irish Government has recently announced a new set of economic strategies that includes a heavy emphasis on new enterprise development. The program, entitled Transforming Irish Industry, was unveiled in early May by Micheal Martin, Irish Minister for Enterprise, Trade, and Development. The ambitious plan has several priority goals: ensuring that Irish firms are competing based on innovation (not just cost), and helping to “scale up” Irish small and medium-sized enterprises (SMEs) so that they can compete on a global basis. Enterprise Ireland will also introduce a new program, Enterprise Start that is designed to improve services for first-time business owners. Finally, the new strategy includes a €20 million (euro) Productivity Improvement Fund to assist high-growth firms in acquiring new technology or in upgrading the skills of key management and staff. |
