Martin A. Bierbaum has a Ph.D. in Planning and
a J.D. degree both from Rutgers University. He joined New Jersey State
government in 1987 as Assistant Director of the Office of State Planning,
making important contributions to New Jersey’s State Plan. Between 1991 and
1998 he held posts within the New Jersey Department of Environmental
Protection (NJ DEP) including Director of Environmental Planning. In 1998,
Dr. Bierbaum moved to the New Jersey Department of Community Affairs ( NJ
DCA)serving as chief advisor on State Plan Implementation, while also
representing that department on the State Planning Commission. For the first
15 months of the McGreevey administration, Dr. Bierbaum was Deputy Director
of the Governor’s Policy Office. Since January 2004, he has been director of
the Municipal Land Use Center at The College of New Jersey, disseminating
valuable information, identifying best practices and providing technical
assistance within a five-county Central Jersey region.
